In 2002, Health Canada established the Research Ethics Board (REB), an independent review body. The REB is responsible for reviewing all Health Canada research involving human subjects. Since 2003, the REB Secretariat contracted out research to conduct an independent assessment of the efficiency and effectiveness of the Research Ethics Board and the ethics approval process. Initially both researchers and Board members were surveyed to provide feedback for this assessment.

In 2004-2005 Praxis Research replicated the survey to assess researchers’ perspectives regarding the REB process during its second year of operation. Praxis Research also conducted this survey in 2006 and 2008.
