In 1977, the Ministry of Municipal Affairs and Housing, Government of British Columbia retained Praxis to develop a Social Plan for the new town of Tumbler Ridge in northeastern British Columbia. This plan served as the ”generator” for the other components of the Master Plan, which included the physical, financial and organizational plans. Praxis’ responsibilities were multi-fold. We developed the employment and population projections, which involved constructing a computerized forecasting model. The Team also examined the housing and community facility requirements, including area, staff, capital and operating costs; identified potential social problems and crafted strategies to reduce them.

In 1981, an update of the Social Plan was commissioned. This update involved revising the population forecasts (est. 6000) and developing requirements for community services, as well as preparing background papers for government and industry participation in the development of the new town. The project team worked with all levels of government to determine the requirements for delivery of community services. Integration and sharing of services and innovative programs which would assist in attracting and retaining residents were identified and recommended. Requirements to be included in the Master and Community Development Agreements, signed between the resource companies and the government, were also identified. The issues of diversification and downturn were addressed as components of these agreements.
