Richard Roberts, as an “independent expert in public consultation,” completed a peer review of a major internally implemented, national public consultation program for a deep-well nuclear storage containment facility for long-term storage of nuclear waste. One of the primary purposes of this assignment was to insure that the consultation process met the requirements of the Environmental Assessment and Review Process Guidelines (now CEAA). The review led to significant change in the consultation program process.
