Since 1971, the on-going Canadian-Ontario Agreement Respecting the Great Lakes Ecosystem (COA) has guided the governments of Canada and Ontario in their work to improve the environmental quality of the Great Lakes Basin. The COA 2000 Framework Agreement established principles to guide the governments of Canada and Ontario in the development of strategies and actions that respond to the existing and emerging issues in the Basin.

Environment Canada contracted Praxis to provide strategic advice regarding the public consultations program for the COA 2000. Specifically, Praxis conducted a strategic planning session with Canadian and Ontario government representatives to develop the public consultation program. Praxis also developed a comprehensive backgrounder workbook and response form for the public consultations. These were available both in hardcopy and electronically on Environment Canada and Praxis’ websites, which allowed respondents to complete the response forms online.
