The Participant Funding Program is designed to encourage and assist public involvement in the federal environmental assessment process by providing funds to help citizens and organizations participate in review panels. For each review process, a Participant Funding Committee is struck and is charged with reviewing the applications and making fund allocation recommendations to Canadian Environmental Assessment Agency (CEAA).

Because no specific guidance material for Committee members existed, CEAA retained Praxis to draft a committee members guide. First, the Praxis Team collected relevant secondary research. Second, we conducted two rounds of interviews. Round one engaged CEAA staff that had led funding committees. Participants in round two were former committee members.

Praxis analyzed the data gathered through these consultations to identify common issues related to the committee process. Using the primary and secondary data, Praxis designed and produced “The Participant Funding Committee Members Guide.” The guide outlined a framework for management and decision-making processes for the committee thereby ensuring greater consistency throughout the committees over time.
