The Participant Funding Program is a federal government program under the auspices of the Canadian Environmental Assessment Agency. The Canadian government designed the program to increases public participation in the examination of projects subject to environmental assessment panel review. The joint Alberta Energy and Utilities Board (AEUB) and CEAA review panel for the Cheviot Coal Mine Project reconvened in 1999.

Richard Roberts was invited to participate as a member of the Funding Review Committee, which was charged with allocating $30,000 to support public involvement in the panel review process. Committee members reviewed all applications for merit and eligibility. Based on consensus decisions, the Committee forwarded recommendations regarding funding for each eligible applicant, to the CEAA President.
