Praxis engaged in the review, analysis and summary of 1,500 public submissions and an estimated 20,000 pages of transcripts, which represented over eighty days of public hearings. Compiled in a series of databases, these submissions and transcripts were computer searched to develop an overall thematic framework. This framework assisted the Commissioners in establishing an overall approach, recommendations, and ultimately, a final report.

A team of eighteen Praxis researchers developed over 40 background papers along with an issues matrix, which focused on the number of people and organizations concerned with an issue, and the “volatility” of the issue identified. Praxis combined the information from these papers, the work of Commission researchers, and the Commissioner’s recommendations to produce the three volume, 550-page report, Closer to Home.
