Completed for the Energy, Mines and Resources Secretariat, GNWT, this study required extensive coordination between government departments, agencies and Aboriginal groups in the NWT. The study developed proposals for delivery of all GNWT departmental services in the event of oil and gas development in the Beaufort. The Project Team proposed a regionally-based management structure, able to respond quickly to change.

A second document, entitled a “Dictionary of Growth Management Strategies” was developed as an “ideas” document. It outlined a broader range of strategies used on national and international projects including economic diversification, employment, business development, community services, infrastructure, public consultation, taxation and finance, and organizational structures.
