In July 2009, Enbridge Inc. retained Praxis to measure the “health” of the relationship between four organizations that recently had formed an alliance. Using academic research, Praxis developed a survey to measure multiple dimensions of inter-organizational relationship health. The areas assessed included organizational responsiveness, trust, opportunistic behaviours, innovation, cooperation, communication, goal compatibility, fairness, and contract specificity.

Each of the four organizations answered the same survey questions with relation to the other three alliance members. Praxis prepared a final report including a literature review as well as comparisons between the organizations; breakdowns by region and position type; recommendations; and employee comments and suggestions.
